德圆六 - Te Chapter 66

江海所以能为百浴王者 以亓善下之 是以能为百浴王

是以圣人之欲上民也 必以亓言下之

亓欲先民也 必以亓身后之

故居前而民弗害也 居上而民弗重也

天下乐隼而弗猒也 非以亓无诤与 故天下莫能与诤

江海能够汇聚百川流水，是因为她们处在低下的位置，所以能够汇聚百川。 所以通达事理的人要引导民众（自我）提升，一定以言语描述清楚发展的基础之所在；想要带领民众往某个方向前进，一定会把自身利益放到第二位。这样，即便身处民众之前（带领民众），民众不会觉得个人利益受到损害；即便成为了民众的上位者，民众也不会觉得（上面多了一个人而）加重了负担。 天下间都更乐于接受教化，而不是仅仅追求吃饱饭（授人以鱼不如授人以渔）。不正是因为教化是教人自行判断而不是直言规劝么？所以天下就不再可以（需要）彼此规劝了。

• 隼（鵻），祝鸠也；祝鸠氏，司徒也；司徒，主教民；

• 猒，饱也。从甘，从肰；

• 诤，谏诤，救正也。

The rivers and streams can converge into the ocean because they are at a lower elevation, so they can gather together.

Therefore, those who understand the principles of things guide the people (themselves) to raise, and must clearly describe the foundation of development in words; if you want to lead the people in a certain direction, you will definitely put your own interests second. In this way, even if you are in front of the people (leading the people), the people will not feel that their personal interests are harmed; even if you become the leader of the people, the people will not feel that they are burdened with one more person.

In the world, people are more willing to accept education, rather than just pursuing food. Isn't this because education is teaching people to judge for themselves rather than directly command? Therefore, the world no longer needs to command each other.
