德圩七 - Te Chapter 57
以正之邦 以畸用兵 以无事取天下
吾何以知亓然也哉
夫天下多忌讳而民弥贫 民多利器而邦家兹昏 人多知而何物兹起 法物兹章而盗贼多有
是以圣人之言曰
我无为而民自化 我好静而民自正 我无事而民自富 我欲不欲而民自朴
以正道(为行为准则)达成(完成组建)邦国,以不合常理的方式运用刀兵,以维护民众日常生活不寻事端的方式得到天下(认同)。 我是怎么知道这个情况的呢? 天下由上位者规定的禁忌和避讳越多,民众就会越贫穷;民众拥有武器多,邦国就容易滋生混乱;人知道的越多,承担的事物也就越繁重起来;对于事物的约束越来越丰富明晰反而促使强盗小偷越来越多。 所以,通达事理的人(描述上位者)的文字这么说:我做事的时候不会纠结于自己的坚持和付出、对结果也没有“一定要把事办成”的诉求(就像只种下一颗种子,而不强求会长成啥样),民众会自行孵化(发展壮大)它;发展过程中,我安静下来不发声、不作为,民众会自行纠偏;在正道上前进的过程中,我不寻事端,民众会自行富足起来;富足之后,我有意识的控制自己的欲望,民众就会象未经雕琢的木材一样持续保持无限可能性。
兹,草木多益;
何,即负何也。
Achieving a state and maintaining order in the state through adherence to correct principles, using weapons in a rational way, and ensuring the well-being of the people in order to gain the support of the world.
I know this is the case because, the more taboos and proscriptions set by those in power, the poorer the people will be; the more weapons the people have, the more likely the state will be to experience chaos; the more knowledge people have, the more burdened they will be; and the more complex the regulations become, the more bandits and thieves will appear.
Therefore, those who understand the principles of governance say: "When I act, I do not dwell on my own persistence and sacrifice, or have a desire to achieve a certain outcome. The people will naturally develop and grow it. During this development, I remain quiet and do not interfere, and the people will naturally correct themselves. As we move forward on the right path, I do not cause trouble and the people will naturally become prosperous. Once they are prosperous, I consciously control my own desires and the people will naturally maintain their infinite potential, like uncarved wood."
